The first two items can be solved with the help of gpedit.msc (the editor of the Policy group object), that’s why we can begin from the third item. For the solution of this problem, we need the installation of files that is necessary for gpedit.msc functioning restoration. So, we need to download gpedit.zip for Windows XP.

So, here are the instructions:

1. Download gpedit.zip. Unzip the zip package.
This can successfully help you to restore gpedit.msc on the Windows XP Professional and Windows XP Home versions (gpedit.msc is usually not included in Home versions).
Then you can just run your Gpedit.msc:
Click Start -> Run -> gpedit.msc
Also you can do the actions of gpedit.zip file manually:
1. Copy the following files into the folder %SystemRoot%\system32 (usually it is c:\windows\system32):
2. Copy the following files into the folder %SystemRoot%\system32\GroupPolicy\ADM\:
3. Register all the files enumerated above:
4. Then you should run the gpedit.msc itself.
And there you will find how to allow the launch of the Task Manager and the Registry Editor.
